Local Priorities - Criminal Behaviour Order obtained for prolific shoplifter |

I wanted to provide you an update regarding Shoplifting, which members around this area have highlighted as an issue of concern on the Met Engage priority survey. On 11/06/2026 I was successful in obtaining a Criminal Behaviour Order (CBO) for prolific shoplifter Paul Carroll. This is good news for the residents of West Finchley and Brunswick Park wards as Carroll will not be able to enter either ward for three years except for passing through on public transport. Carroll is also banned from entering all BP service stations in the UK. In total, 7 conditions were granted by the court. This outcome supports ongoing efforts to reduce repeat offending, protect local businesses, and improve community safety. It also reflects the value of collaborative work between policing teams, local partners, and the courts in tackling persistent offenders. Shoplifting is a crime that can have a substantial negative impact on local businesses across London. If you notice anything suspicious or witness anyone shoplifting, please report it as soon as possible. These reports are invaluable in letting us build a picture of when and where shop lifters operate, meaning we can be in the right place at the right time to arrest those responsible.
